Bamboo Ink can't start pairing when Bluetooth is on

This is very strange. When I press the top button for 6 seconds to start pairing it doesn't blink as long as the BT is on (Windows 10). When I turn the BT off it then it starts blinking. I then I quickly turn on Bluetooth on my laptop but nothing is found the and blinking stops.

What could this be?
