Did you reset Windows already? This step is unfortunately needed to rule out any Software-Related issues:

And please ensure that the connection is supporting the resolution and color range - probably DisplayPort is the best choice (depending on your other hardware).

What does the driver diagnose say? Open the Wacom Tablet Properties, click on ABOUT. In the ABOUT window choose DIAGNOSE. There you see if the touch ring is recognized. In case the Wacom Link doesn't work on 2 PCs, a defect needs to be assumed.
Typically your dealer should be able to help you with this.

Where are you located? For the EU region, it might be simpler to work with our support team.

In case of Windows 10 and Folio or Slate:
Please download the Inkspace App from the MS Store.
Unpair the device in the Bluetooth settings.
Then try to pair from the newly installed Inkspace App again.
