When the driver diagnose shows the pressure correctly (as it does in your case) we can exclude the Wacom part. Now it is questionable why the pressure doesn't reach your Photoshop. So you connect your Cintiq 27 via HDMI in the moment? See https://en.wikipedia.org/wiki/HDMI#Specifications for the details. All components must comply to HDMI 1.3 to get the full resolution.

Wacom recommends to use Display Port to connect Cintiq 27 family screens to a computer.

We found, that going back some versions of Chrome might help.
