Microsoft has released a bugfix with Windows that solves the below issue:

In case you see the pen behaving weird on Windows 10, ensure that you updated your system to the latest Windows 10 patch level (at least OS Build 16299.402).
With this solution the thread is closed from our side.
A recent Windows 10 update (KB4093112 & KB4089848; https://answers.microsoft.com/en-us/win ... 3650087221) introduced an issue where an image may pan or scroll on-screen rather than allowing for text selection or painting. Currently, users can workaround this issue by disabling the Windows Ink selection in the Wacom Tablet Properties to turn off this feature, please follow the steps in our knowledgebase

As an intermediate fix please try the following steps, we heard that it works but without any guarantee. Try the following on your own risk!
- Open Run and type regedit
- Expand the folder for Hkey_Current_User -> Softwaren -> Microsoft -> Windows -> Current user
- Click on the folder for Pen
does the node “legacypeninteractionmodel" exist? Then:
- Double click on “legacypeninteractionmodel”
- Change the value from 0 to 1 and click save.
- First of all please click on the starting menu on the bottom left corner of your task bar.
- Then open the folder " Accessories"
- Once in folder you look for "Accessories Windows" or " System Accessories" and open the command tool
- You then copy and paste the following: reg add HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Pen /v LegacyPenInteractionModel /t REG_DWORD /d 1 /f
- Double click on “legacypeninteractionmodel”
- Then press Enter and reboot Photoshop (or any other software)
- Note: You need to reset your PC for pressure sensitivity to return
Reset to previous behaviour:
- Open Run and type regedit
- Expand the folder for Hkey_Current_User -> Softwaren -> Microsoft -> Windows -> Current user
- Click on the folder for Pen
- Double click on “legacypeninteractionmodel”
- Change the value from 1 to 0 (zero) and click save.
