Testing there I just get a linear value change from 0 to 1 over time no matter how soft or hard I press on the pen. Both with WacomTablet 6.3.33-3 and 6.3.32-4

Windows 7 SP1 64bit
Cintiq 12WX

And tested multiple browsers that should all support pointer events acording to https://caniuse.com/#feat=pointer

Did you try to diagnose the pen pressure through the driver diagnostics instead? This will give you clearer results.

The pen(including pressure) works fine outside of the web browsers.

Try disabling Windows Ink for the browser specific settings in the Wacom Tablet Properties. See how in the instructions below:
