I'd been having an almost identical issue with my Cintiq 13HD on my Mac. It said "Supported Tablet Cannot Be Found on the System". The pen wouldn't move the cursor, but my fingers did. Wacom drivers were up to date.

Turns out, I just had to Reset Settings, and then grant Wacom permissions in Privacy & Security.

I don't know what the Windows equivalent is, but the error message is the same, so I thought I'd respond.

Unfortunately, the 'fix' doesn't really work.

I can at least now move my cursor and click things, but it has a permanent "command" key modifier active meaning that Photoshop and most other apps are unusable.

Apple seem to constantly break things like this lately and Wacom are notoriously slow at fixing them, so all in all a pretty fun situation... :(
