Mouse mode is not per app

I have the 6.3.41-1 driver on Windows 10 x64 and using it with Intuos Pro L

The driver generally seems to work except the mouse mode. When I enable the mouse mode for a single app, this mouse mode becomes global whether I am in that app or not. However all the rest of the settings can be done per app.

I have been using Wacom stuff over 20 years and I have not had this issue with any other driver version since the mouse mode and per app settings were implemented.
