For the tablets with a touch sensor I recommend to try disabling that (Touchstrip or Touchring). It seems that sometimes the sensors send data. - If that avoids the problem, then at least we know a bit more about the issue and can check whether in some case the sensor has a fault in hardware.
In case of the older Intuos tablet, that does not have touch sensing (but is officially not anymore supported for Win7). When you move the pen to the tablet buttons, the driver should change the screen pointer and show the number of the tablet button instead. If that results in problems, go to the mouse control panel, look at the pointer options and reselect the Windows standard pointer theme. If it doesn't help, try to disable the tablet buttons in the driver.
