I'm REASONABLY certain this is a problem with some random Windows update because there hasn't been either a Wacom or Adobe update since this weekend...

When I booted up PS this morning, I can not use the pen when trying to draw on the canvas. When I do, the pen simply drags the canvas as though it were a web page or something I was trying to scroll. Even if I hold a modifier key (Z for example) the pen will only drag the canvas. If I manage to zoom the canvas out to where it's entirely visible, ONLY THEN will the pen actually draw. But as soon as I zoom in to the point where ANY of the canvas doesn't fit on the screen, I can only drag.

Flicks has been disabled (it was never enabled in the first place).

If I disable Windows Ink in the Wacom properties, things behave as they should, but I lose pressure sensitivity. (I was able to enable WinTab in PS, so that much is working now.)

Has anyone encountered this before? Is this the first time this has been reported? I'd ask Wacom support directly, but their knee-jerk reaction to any problem is "factory default" and not "troubleshoot."

That's what I ended up doing in order to get it to work last night. This morning, Adobe told me the problem stems from the recent Windows update KB4089848. I uninstalled that update, removed the 'PSUserConfig.txt' file, and reenabled Windows Ink and things appear to be back to normal.

Until Windows decides to automatically install that update again...

it's not a difficult fix.

my question is, is this something likely to be fixed by someone? Microsoft, Wacom or Adobe?

Who's "fault" is it? Im not looking to be angry, I'm just wondering who made the change that caused this issue?

Same problem here. Its seems I have spent countless hours trying to fix things like this when windows 10 force and update on me and the wacom drivers aren't up to speed. The solution kinda works for me but I the lines get slightly jittery when not using windows ink. there should be away to prevent issues like this to happen over and over again one would think.

If the problem happens when installing an update for one of the involved programs or drivers, that change has probably done something wrong. But it could depend on a combination of settings.

That seems to be the case, it's difficult to not update windows 10 since that is done if you want it or not. I uninstalled and reinstalled the wacom drivers but that didn't help. If one disables windows ink it works but either there will be no pen pressure or if you fix that with the mentioned solution above there will be slightly jittery lines after working for a short while. Well, that is what happens to me anyway which is quite troublesome since I make my living using my cintiq.
