It doesn't work despite the update and reduced speed :-((
Once the fan has switched off, then he jumped again and runs audibly.

So you switched the fan speed to Low Speed and they are still generating the same amount of noise? Please make sure you pressed "Save" before you closed the Settings window. If you still have issues contact our support: https://support.wacom.com

I saw online that this firmware update was negated by a newer firmware update. Is it because it was causing issues, or was it unintended?
I am planning on buying a 24 pro and this is the only issue that is making me seriously hesitate.

The firmware update is still available and adjusting the fan speed is still working. Could you clarify where you saw this information?

Someone on Reddit who said fan control wasn't available anymore after an update. May have been an issue on his end though.
May I ask if the fans are there more so that the heat doesn't damage the tablet or if it is mostly for comfort while drawing on it? Would it be dangerous for the components of the Cintiq if the fans weren't high enough for long periods?
Re: Cintiq 24 Pro Fan Noise
Lowering the fan speed can cause the device to operate to a slightly higher temperature. If you feel the device is getting too warm to the touch, please raise the temperature to the standard setting. It's not possible to tell if it can cause damage on long term or not. I depends on too many factors and each case is different.

Re: Cintiq 24 Pro Fan Noise
Hi,
Does this option appear on all models? I am using a Cintiq Pro 16, on Windows 10, and haven't seen it.

No. This option is only available for the Cintiq Pro 24 after 1.0.5 Video Firmware update. No other model has this option.
