Why is the pen scrolling instead of drawing or selecting everything in Windows?

A recent Windows 10 update (16299.334) introduced an issue where an image may pan or scroll on-screen rather than allowing for text selection or painting. Currently, users can workaround this issue by disabling the Windows Ink selection in the Wacom Tablet Properties to turn off this feature, please follow the steps in our knowledgebase

As an intermediate fix please try the following steps, we heard that it works but without any guarantee. Try the following on your own risk!
  1. Open Run and type regedit
  2. Expand the folder for Hkey_Current_User -> Softwaren -> Microsoft -> Windows -> Current user
  3. Click on the folder for Pen
    does the node “legacypeninteractionmodel" exist? Then:

    1. Double click on “legacypeninteractionmodel”
    2. Change the value from 0 to 1 and click save.
    If the node does not exist use the following:
    1. First of all please click on the starting menu on the bottom left corner of your task bar.
    2. Then open the folder " Accessories"
    3. Once in folder you look for "Accessories Windows" or " System Accessories" and open the command tool
    4. You then copy and paste the following: reg add HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Pen /v LegacyPenInteractionModel /t REG_DWORD /d 1 /f
  4. Then press Enter and reboot Photoshop (or any other software)
  5. Note: You need to reset your PC for pressure sensitivity to return

I don't have "Current user" in my "Windows" folder, so I can't complete steps 3-5.

I hope an actual fix is on its way. I have work to do.

I have now tried almost all possible ways to make my Intous 4 work properly in Photoshop CC with the current faulty driver/windows update situation.

I cannot revert the Windows Update since I do not have W10 Pro.

I have turned off Windows Ink, but then have no pen pressure, so that option is useless.

I have followed the guide above, but had to run " reg add HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Pen /v LegacyPenInteractionModel /t REG_DWORD /d 1 /f " to even be able to see the Pen folder. Also there is no Current User, only Current Version.
I changed the value to 0 and restarted computer.
Did absolutely nothing. The pen keeps losing detection randomly, especially after going back in History or clicking on anything but the canvas in PS. Sometimes it detects the pen again, other times it is stuck not reacting at all. Tapping the pen against the surface sometimes makes it work. Holding down the buttons on the pen allows it to draw, but changing the button settings in the Tablet Properties tab does nothing to change this. Pen also stops reacting to scroll bars, both in PS and browsers like Firefox.
I have tried this option with Windows Ink both on and off and there is no change apart from no pen pressure when Ink is off.

The pen worked perfectly before the Windows Update. I have not dropped the pen or damaged it in any way and the pen works perfectly fine if I just turn off Windows Ink, but then alas, no pen pressure.

I have several large projects that needs to be finished and I have no backup computers that can handle Photoshop. Now it seems my only option is to install Windows 10 Pro on my computer and turn off automatic updates, which is not ideal in any way.

Same problem. I can't do the fix because I don't have those folders/values in my Reg. I can't use my tablet at all so I am hoping a fix is created soon and posted here ASAP!!!

Microsoft has changed the default pen behaviour with one of the recent Win10 updates. To get the previous behaviour back, we suggest to follow below steps to add a new entry in Windows10 registry:

I find my Adobe Photoshop CC Settings folder just searching it in File Explorer. This step with PSUserConfig.txt is important because of pen pressure.
