Cintiq 16 recognized as Generic PnP Monitor, Scales 150%

Problem:
Cintiq 16 monitor is not scaling properly on Windows 10 1903

Things I discovered and attempted:
I noticed the suggested scale is 150 percent and that forces all the applications to resize abnormally large.
I tried to resize to 100 percent instead and that fixed the problem but the pen accuracy and responsiveness seemed to suffer.
So I looked for the solution online from others and found nothing about Cintiq 16.
I checked under Device Manager and discovered that underneath Monitors the Cintiq 16 is recognized as Generic PnP Monitor.
I tried to update display driver from my computer but didn't find Wacom in the compatible hardware manufacturer solutions
I downloaded the updated drivers and installed properly exactly the way instructed and that didn't work either.

I have a Macbook Pro and the Cintiq performed perfectly
On Windows it's not.

My PC Specs:
i7-6900k
32 GBS Ram
Geforce 1080
64 Bit
