Cintiq Pro 13 - PROBLEM - How do you get the pinch to rotate and zoom to work?

I'm using Adobe Photoshop CC.

How do you get the pinch to rotate and zoom to work properly? It technically does work, however it will rotate and zoom massively off axis making it completely worthless. I am assuming it has something to do with my dual monitor setup, but have no idea how to correct it.

I've tried the "disable display scaling on high DPI settings" in compatibility mode. This helps with correcting pen inaccuracies in some programs, but not the zoom.

I've already had to correct 4 fundamental problems with how this device works already.
