HDMI not connecting for Cintiq 16 Pro

The problem is two-fold:
1. Connecting via USB-C directly doesn't work. Presumably this is an issue with the port on the PC not fully supporting Alternate Mode.
2. Using Link Plus, HDMI doesn't connect either. This is despite the fact that it works fine on both an older PC and on a laptop. The Cintiq says that it's connected by Display Port 1, but lacks a signal because it obviously isn't. Does Cintiq expect to be the first display in a multi-monitor setup (I have three all connected via DisplayPort)? If so, how can this be changed, as I want the Cintiq to be the fourth display, not the first?
