Thank you for your answer . I tried with a thunderbolt 3 cable that I bought . The problem is not the cable .

I tried all the three ports with no luck . I think that this tablet has some problems with the usb-c connectors .

Well, I guess the only thing to discard is to try it on a different pc with thunderbolt 3. Of course, they don't grow in every corner. But it's the only way to know for sure if it's the tablet.
By the way I read that it's the TOP LEFT port that should be use to conect to the pc. Some couldn't get 4k with other ports.
I hope you can solve it and please let us know if you can.

Have you tried also install older versions of the tablet driver?
For this I would first uninstall and delete all the folders from program files and etc. Restart and then try with one or two versions. If there are.

Yes , I tried all wacom drivers that I found .

Now I will try with an external wifi card to see if that helps . If I find a solution I will write it here

I'm having the same problem with a Dell XPS 15 (9560).

Have you been in touch with Dell tech support about the issue?

I have a dell xps 9560 too .

Finally I sent back the cintiq to the store .

I don´t know what is the problem . My cintiq was working two times around 20 minutes each time but there are someting wrong in the usb-c cintiq connector .

When I moved the cable in the usb-c cintiq connector , the signal was lost and there are no way to make it work again

Very sad because the cintiq looks awesome but I don´t want use wacom link ( too many cables ) .
I saw in YouTube one person with a dell xps and the new dell canvas using thunderbolt 3 and usb-c ports and works like a dream

Sorry I can't tell you if the bios update update fixed anything because I returned the laptop. However, I can give you a workaround if you don't mind using the Wacom link and some extra cables.

I purchased these:

Benfei USB C Type to Mini DisplayPort/Mini DP Adapter Cable
Startech 1m Male to Male Mini DisplayPort Cable (4K rated)

This allowed me to use the Cintiq with the laptop at 4K. However when the laptop goes to sleep it will reset the Cintiq resolution to 2K, so you need to switch the Cintiq off and on again.

The Cintiq "works" without the extra cables on my desktop via USB and DisplayPort, and on a MacBook Pro via a single USBC cable. I say "works" because it exhibits the wobbly line issue on both operating systems.

I have the absolute same problem Dell XPS 9560 with WCP16. I spent like € 100,00 for different cables and adapters but nothing helped.

Nothing helps and I don't know who is to blame - Dell or Wacom? Which device should I send back to the store the Dell or the Wacom?
In the store we tried the wacom with 3 different laptops with USB type C - Lenovo x1 carbon, Dell XPS 13 (don't remember the third one) and it worked perfect.
