Wacom Intuos4 Wobbly Lines

I am getting wobbly lines with my Intuos4 program in Affinity Photo and Photoshop. Unfortunately, it is really noticeable. Sometimes it is worse, sometimes it is mostly nonexistent.. most of the time present though.

I am using an Intuos4 Large on two monitors on a Win10 system on Fall Anniversary Update. Even disabling a secondary monitor, the issues is still present. I installed the latest driver, and backdated to the September update (the only other one available on Wacom's site) and the issue is still present.

Is there any solution to this? I have not been able to get smooth lines to save my life.

I can report now that it is intermittent. I notice moving cursor in and our of window, minimizing and remaximizing Photoshop/Affinity Photo sometimes fixes the issue.
