Like in the subject, when I have Windows Ink on it's fine, when I turn it off tablet stops responding to my pen, I'm using a Intuos Draw.

Go to Wacom Desktop Center -> Backup Settings and Reset settings. - If you have a second display, the pointer might be mapped to the wrong screen in TabletPC settings ->Setup. - Otherwise uninstall the driver, restart Windows and install it again.
