Pen Sensitivity Issues

I have a Wacom Intuos Pro Medium latest model and my computer is a Windows 10 with the recent update of a 6.3.34-3 wacom driver.
For some reason when I click eyedrop tool in Photoshop CC 2018 or click around to another program such as Chrome and go back to drawing on Photoshop the pressure will suddenly stop working. Then it'll either take 20 or 30 minuets to randomly start working again or ill have to unplug and replug the tablet to have it working again. I've had this problem in the past with a older Intuos tablet and another windows 8 computer, but have updated since then. I don't know what the problem is.

Are you using Windows Ink or not? If you are not sure, please check the steps here:

I am using windows ink, doesn't work at all without it for me.

Did you try disabling it and using the workaround I linked above?
