intuos pen and touch small 2013.
driver is latest one downloaded yesterday.
clear uninstall was performed before installing new driver.

in "security and Privacy", Accessibility and inputmonitoring, all wacom related section were checked

tablet can be recognized and can be used as trackpad, 4 buttons works.
pen is not recognized at all.
I changed pen nip, and no help.

Any one know how to fix this?

So it means that you went through https://www.wacom.com/en-gb/support?guideId=015-916, correct?
Does the eraser side of your pen work?

Then please use https://www.wacom.com/en-gb/support?guideId=001-668 to reach the diagnostic dialog of the driver - and check if the pen is recognized and works as expected.

Can you check on another computer? Does someone in your vicinity has a tablet with a compatible pen (like a any other Intuos (2013) or the last Bamboo generation? This allows you to cross-check...
