Windows 10 - Chrome - Pen click does not register

Using the latest drivers, with the latest Chrome on Windows 10 - the pen click/tap often doesn't register in a Chrome window.

I have to use a touch tap for the click to be registered.

After this, the pen works correctly and tap/clicks are registered.

Is this a known issue? I've had it on a Surface Pro and a Dell XPS 13 - so it's not device specific.
