Windows 10 Fall 2018 Update:
Updating to the newest Windows 10 Fall update? Wacom has identified a few issues within the latest update. Pan/Scroll is not working correctly in some applications. Also, Modifier Clicks do not work when assigned to pen buttons or ExpressKeys, see the screenshot below. The Wacom driver team has submitted a bug report with Microsoft for these issues and will continue to work with them until it is fixed. More information can be found here: here

You could give a real solution, and not copy/paste answer in everywhere. Your tip didn't work as you can in all threats!
This have been very annoying and messing our workflow!
Waiting for a solution or will try another tablet.

If you have clicking issues with Windows Ink turned off in your application, it sounds like a hardware problem with the pen. - The 'press and hold to right click' function is a feature of Microsofts Windows Ink and exists on any pen tablet from any manufacturer.

Same here - it's already set to 3. When I go into pen and touch>press and hold>settings it tells me it's off, but in pen and touch it says the equivalent mouse action is a right-click, even though everywhere else it seems like it's disabled, and the tablet acted like it's enabled. Works fine if I turn off Windows Ink, except that it completely ignores pen pressure. It's not the hardware, I've tried it with multiple pens and tablets.

If you have turned off 'use Windows Ink' and trouble with pressure in Photoshop, use below workaround:

Create a textfile in a text editor such as Notepad.
Type in the following lines:
# Use WinTab
UseSystemStylus 0
Save the file as a plain text file named PSUserConfig.txt, and save the file into the Photoshop settings folder for your version of Photoshop, f.e.: C:\Users\[User Name]\AppData\Roaming\Adobe\Adobe Photoshop CC 2014\Adobe Photoshop CC 2014 Settings\

Then start PS and test.
