Intuos doesn't startup with computer ?

But it's nothing to do with the later versions of OS. I used a Wacom Intuos 4 with a Mac OS El Capitan for years. The Mac failed last spring and I got a new one with High Sierra (OS13). I installed the appropriate Wacom driver and the Intuous 4 tablet became active as soon as the Mac was turned on. That Wacom has just died a year later, I've put on an Intuous Pro with the latest drive and I can't use it until after I've logged in. It's the same Mac OS, just a newer Wacom drive. It's really annoying to have to keep a mouse on the desk just to log in.

Contrary to what you may think this is an OS issue. MacOSX does not allow the Wacom driver to run until after you log in making pen or touch inputs impossible. The driver team has been looking for alternatives to make this work for a long time but it is not possible.
