brush cursor changing to arrow cursor

While I'm painting with the brushtool in Photohshop my brush cursor changes from a round outline to the arrow cursor. This is very random. I can have brush strokes with the correct cursor, but suddenly that can change to the standard arrow cursor. This is extremely annoying.
I have played with the windows ink settings but it doesn't make a difference.
It just happened overnight, I'm not sure what triggered it.
I use Windows 10 end Photoshop CC2019.

Hi, it seems I have found what the trouble is.
I have a Cintiq pro 32 and since it's so huge I have changed the display settings to show the screen at 125%.
It seems that Photoshop cannot handle this and gives these problems.
I had to reset it to 100%. Everythings tiny again, but the problem seems to be fixed.
