Windows 10 Fall 2018 Update:
Updating to the newest Windows 10 Fall update? Wacom has identified a few issues within the latest update. Pan/Scroll is not working correctly in some applications. Also, Modifier Clicks do not work when assigned to pen buttons or ExpressKeys, see the screenshot below. Pan/Scroll works only when Wacom Preferences window active

I got everything updated (the High Sierra, the Adobe CC, the Wacom tablet drivers) and I can't use spacebar as a momentary hand tool anymore. If I want to assign a spacebar to the hand tool it doesn't work 'cause one can not use spacebar as a keystroke for tools. If I add an Illustrator app to the Wacom setup and then apply Pan/Scroll function for one of the pen buttons - it won't pan in Illustrator, just do a marque. If I assign an H keystroke to the pen and then assing an H keystroke to the Hand tool in Illustrator, I can use the Hand tool but it's not momentary - one must choose another tool to get rid of Hand tool.

Really annoying, I can't get my work done!

I've reset the Illustrator preferences and nothing. BUT all of a sudden I noticed something strange: when the Wacom tablet preferences are open, You can easily pan in the behind Illustrator window. What the hell Wacom? Bought this tablet so I could work outside of office and at the moment I can't finish a project which has to go to printery tomorrow morning!

The driver applies application specific settings, so uses settings for the currently active program. That can differ for the driver control panel and other programs. - The new driver has a new scroll function, that scrolls the document without having to move the pen to the scrollbar. That can differ for some programs - some applications have settings to zoom or scroll with mousewheel, so I would check these settings.

I did not understand a thing from what you're saying... You never had to move the pen to the scrollbar, that would be ridiculous. We're 2018, not 2002. I don't ask about mousewheel scroll function. I ask about hand tool function. Have You ever seen Photoshop, Illustrator or any other design application?

Open the driver control panel, select a button and assign Keystroke, in the dialog press the spacebar. It will show as {Space} and work the same in Photoshop as pressing the spacebar on the keyboard. - You have to make sure that this setting is used when Photoshop is active, other that button may have another preset function assigned for Photoshop.
