The tile says it all.
I have my Cintiq 27qhd as my secondary screen, but the handwriting panel & keyboard are on my primary screen.

Assuming you are using Windows: go to Windows control panel 'TabletPC Settings', select 'Setup...', then touch/stylus and tell windows that you have the Cintiq for stylus (and touch). Then the keyboard and handwriting input panel should show on the Cintiq.

I have it set to the Cintiq screen, but its still on the wrong screen. The keyboard is also locked to that screen.

The keyboard shows up on the screen you used last, so if you clicked to something in your second screen, will pop up there and not in your cintiq.
On other hand, you have to go to screen options from windows and select your cintiq as primary display.
Ensure you have the cintiq DVI connector plugged in your graphics card slot 1
Doing this, I never had any problem with my cintiq 22HD
