Cintiq Pro 24 - On-Screen Keyboard problem

When I activate the On-Screen keyboard it appears on another display, not in the Cintiq. (and not where I'm pointing with my pen, as with the other On-Screen controls like the radial menus). There is no way of moving this keyboard to the Cintiq screen. It seems as if I'ts attached to the first display.
I am using Windows 7.
Does anyone know how to fix this?

The On-Screen Keyboard is a Windows Feature so the Wacom Driver or the pen location has no control over this.

It's set by Windows to appear on the main display.

On Mac OS it allows you to choose which monitor is the main display even if one is built in. Does windows have that option
